Overseeing of the Police Department Lands & Buildings Section. The overall scope of this position involves daily running of the office, administering of all the section staffs and overseeing of all police facilities and coordinating designing and documenting of all new Infrastructure Projects.
Staffs under my supervision comprise of Office & Field personnel. Field personnel are Works Supervisors, foremen, trade artisans and casual laborers. Office staffs are Technical Officers, Clerks, Cleaners and Drivers. All staff report following a chain of command to the office of the Officer In Charge of Police facilities. Police Facilities in this case refers to all Police buildings and Police lands throughout Papua New Guinea.
Prepare annual works program and all associated cost involved.
Coordinate all subordinates and execute works programs as planned.
Prepare yearly maintenance proposals for Government funding.
Coordinate with other relevant statutory bodies for approvals (i.e. for acquiring building permit, land titles, etc.).
Oversee from conceptual design to full documentation of new infrastructure projects for the Police Department.
Prepare annual facilities report to the Police Commissioner.
Liaise with international donor's representatives (i.e. AusAid Advisors & Australian Federal Police Reps.) for priority areas for maintenance works.
Carryout Inspections prepare scope of works & estimates and call for maintenance tender.
Project Manage all maintenance works funded under PNG Government and funds from International Donors.
Liaise and coordinate with major companies in the mining and agriculture sector for Projects relating to Tax Credit Scheme.
Responsible for all aspects of new contracts including initial negotiations and preliminary scoping.
Keep records and responsible for settlement of charges for all Police Department utilities, i.e. water, power, sewerage and rentals for lands and buildings.
Manage all of Police housing allocation exercises, i.e. prepare tenants agreements and tenants variation advice, conduct monthly house inspections and perform all other duties relating to the same.
All other Operational Police Duties as directed by the Commissioner of Police.
