Recognising the urgency of addressing complex and evolving maritime security threats—such as illegal, unreported, and unregulated (IUU) fishing, transnational crime, climate-induced risks, and persistent gaps in maritime domain awareness—the Government of Papua New Guinea (PNG), through National Executive Council (NEC) Decision No: 312/2024, formally approved the Establishment of the Papua New Guinea National Fusion Centre (PNG NSFC).
The proposed National Maritime Security Fusion Centre (NMSFC) is a strategic national initiative designed to serve as the central node for interagency coordination, real-time intelligence sharing, and integrated maritime governance. This project aligns closely with PNG’s National Oceans Policy 2020–2030, which calls for a whole-of-government and whole-of-society approach to sustainable ocean management and national security.
The project emerged from the PNG Cohort’s participation in the Comprehensive Security Cooperation (CSC) 25-1 Course hosted by the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) in Honolulu, Hawaii. It is a testament to PNG’s commitment to regional security cooperation and capacity building. The APCSS CSC 25-1 PNG Cohort identified the establishment of the Fusion Centre as a practical and high-impact policy solution to PNG’s growing maritime security challenges.
The initiative is being developed in partnership with relevant PNG agencies and international stakeholders.
