Summary

I was a lawyer with eleven (11) years of legal practice before I became a judicial officer, or a Magistrate with the Magisterial Services of Papua New Guinea. I have been attending to magisterial work for over two (2) years now.

I initially commenced practice with the Department of Justice & Attorney General, in particular, the Office of the Solicitor General and as such I am conversant with civil litigation more particularly with State claims.

I have acquired experience and an ability to perform as a civil litigant in roles such as provision of legal advice in a well-researched and timely manner; effective court room representation; mediation and other alternative dispute mechanisms in appropriate cases; keeping accurate records and files of all matters dealt with; maintaining databases to reflect progress on matters and update case management system; attending to cost (s) recovery and taxation for the State; liaising with relevant agencies and other stakeholders as required; and performing other duties as directed and which are consistent with the foregoing.

Some major highlights in my role as a lawyer in the Mediation Practice so far include my involvement in Court Ordered Mediations. I have actively participated in the PNG LNG Mediations (2015-2018) resolving issues arising from claims for benefits deriving from the said project. The roles I performed in the said Mediations include; engaging with large number of people and or aggrieved landowners from different areas in the LNG Project Impacted Areas of Central Province, Hela Province and Southern Highlands Province (PDLs 1, 2, 3, 4, 5, 6, 7, 8 & 9); Conducting Mediations, Drafting Agreements and or Mediated Agreements; and worked on Incorporated Land Group's Constitutions & Corporate Structures of and for the aggrieved Landowners of the Project Impacted Areas.

Since then, I have been actively participating and attending to issues affecting landowners of project impact areas in the mining and petroleum sector, with specific reference to Moran & Kutubu Petroleum Project, Angore Petroleum Project, Hides Petroleum Project, Gobe Petroleum Project, P'Nyang Project, Porgera Project and recently with the landowners & other stakeholders of the proposed Wafi GOIPU Project & Bewani Oil Palm Plantation Protect & the proposed Freida Project.

After resigning on the 29th of March 2019 from the Office of the Solicitor General, Department of Justice & Attorney General, I have been participating in my capacity as a legal professional freelancer with the; Office of the Member for Bulolo District and his Bulolo District Development Authority with regard to stakeholder engagements and development issues affecting the Hidden Valley Gold Project & Wafi Golpu Project. The professional legal services provided include; Causing a proposed review of the Memorandum of Agreement in consultation with National Research Institute (NRI) Report) after engaging and consultations with the developer company (Harmony Gold), Mineral Resources Authority & the Provincial Governor's Office; and Being engaged as part of the Bulolo Technical Team, I proposed, drafted and ensured Bulolo District & its DDA had an agreement with the impact LLGs and the Landowners for purposes of formulating a District Position Paper for inclusion in the Provincial Position Paper for the Wafi Golpu Project [which agreement(s) ensured the stakeholders from the impact District are properly incorporated and corporatized to prepare for the proposed development forums for the said project]. Office of the Minister responsible for Information Communication Technology & Energy with issues affecting NICTA and Cyber Crime legislation and the increasing Social Media issues; and Office of the Chief Magistrate with outstanding project impact land owner issues and related issues for the Angore Petroleum Project, Hela Province.

Whilst attending to the said Angore Petroleum Project issues in Hela, I was also engaged to assist the two Deputy Chief Magistrates & the Chief Magistrate to provide an initial draft including Land Court Forms & Schedules for the Land Court Chapter of the Magistrates Civil Bench Book (a missing chapter in the Bench Book since its original publication).

Since 28th October 2019, I was formally engaged by the West Sepik Provincial Administration as the Principal Legal Officer (PLO) and have been attending to legal duties and administrative duties in the Province including; attending to Provincial Assembly Meetings (PAMs); Provincial Executive Council Meetings (PEC); Provincial Government Committee Meetings; Executive Management Meetings; sitting in the Provincial Procurement Committee Meetings amongst others. Some highlights in my engagement with the Provincial Administration involved my active participation in the recent stakeholder engagements for the Freida Project and the New Porgera Project, act as lead legal in the legislative process of establishing the proposed Provincial Tourism Authority and provision of feedbacks on the proposed draft bill for an Act for establishment of an Authority in the Momase Regional Consultation for the Papua New Guinea Extractive Industry Transparency Initiative (PNGEITI) 2021.

As part of community engagements, I have also been and am currently assisting the Office of the Member for Vanimo Green & the District Administration in terms of providing legal advice & drafting contracts as endorsed by the District Development Authority.

I then joined the Magisterial Services of Papua New Guinea on the 19th October 2022 as a Magistrate of the District Courts of Papua New Guinea. This new field of legal profession is largely concerned judicial work, people and Court room management, adjudication & or dispute resolutions before the Court.

Based on the above, I am keen to prove my ability to work as a unit in a challenging career move and to perform to expectations in terms of setting and achieving the overall goals for all professional and management functions of the potential employer.
